Foster Care Data... A Brief Overview


African American Children IN Foster Care System
  • According to the most recent estimates published by the Children's Bureau, there were approximately 542,000 children in foster care in the United States on September 30, 2001.
  • Approximately 204,973 (38%) of these children in foster care were Black (non-Hispanic).
  • Approximately 203,222 (37%) of these children in foster care were White (non-Hispanic).
  • Approximately 89,785 (17%) of these children in foster care were Hispanic (some of whom may also be Black).
  • The remaining 8% of the children in foster care were Asian, American Indian / Alaskan-Native, Hawaiian / Pacific Islander, of mixed race, or of unknown race-ethnicity.
Additional Note:

According to Children’s Bureau estimates…

  • Approximately 244,356 Black children were in foster care on September 30, 1998.
  • Approximately 223,751 Black children were in foster care on September 30, 1999.
  • Approximately 220,660 Black children were in foster care on September 30, 2000.
Black Children ENTERING the Foster Care System
  • According to the most recent estimates published by the Children’s Bureau, there were approximately 290,000 children entering foster care during Fiscal Year 2001.
  • Approximately 81,118 (28%) of these children entering foster care were African American (non-Hispanic).
  • Approximately 134,773 (46%) of these children entering foster care were White (non-Hispanic).
  • Approximately 46,574 (16%) of these children entering foster care were Hispanic (some of whom may also be African American).
  • The remaining 10% of the children entering foster care were Asian, American Indian / Alaskan-Native, Hawaiian / Pacific Islander, of mixed race, or of unknown race-ethnicity.

According to Children’s Bureau estimates… 

  • Approximately 86,469 African American children entered foster care during Fiscal Year 1998.
  • Approximately 80,573 African American children entered foster care during Fiscal Year 1999.
  • Approximately 83,283 African American children entered foster care during Fiscal Year 2000.
 African American Children EXITING the Foster Care System (during FY 2001)
  • According to the most recent estimates published by the Children’s Bureau, approximately 263,000 children exited foster care during Fiscal Year 2001.
  • Approximately 79,308 (30%) of these children exiting foster care were African American (non-Hispanic).
  • Approximately 117,377 (45%) of these children exiting foster care were White (non-Hispanic).
  • Approximately 40,346 (15%) of these children entering foster care were Hispanic (some of whom may also be African American).
  • The remaining 10% of the children exiting foster care were Asian, American Indian / Alaskan-Native, Hawaiian / Pacific Islander, of mixed race, or of unknown race-ethnicity.

According to Children’s Bureau estimates… 

  • Approximately 81,428 African American children exited foster care during Fiscal Year 1998.
  • Approximately 72,862 African American children exited foster care during Fiscal Year 1999.
  • Approximately 84,920 African American children exited foster care during Fiscal Year 2000.
